CC and ICNCC Agree to Establish Chin National Council

On February 26, 2025, an agreement was reached between the CC and ICNCC, Chinland Council and the Interim Chin National Consultative Council with the shared vision of securing the long-term future of the Chin people. As a result of this agreement, a new council, the Chin National Council (CNC), has been established to represent and unify the entire Chin people.

Under the guidance of the Chief Minister of Mizoram, India, the “Advocacy for Peace” organization, also known as the Mizoram Peace Committee, facilitated a negotiation between the CC and ICNCC, led by the Chin National Front (CNF). The third round of negotiations took place in Aizawl, the capital of Mizoram, India, over two days from February 25 to 26, 2025.

Both parties have agreed that having two separate councils for the Chin people within Chinland is not ideal. Therefore, they have committed to working together to establish a unified Chin National Council as soon as possible. As part of this effort, they have agreed to form a drafting committee to develop a Chin National Constitution.

ICNCC Secretary Salai Bawi Uk stated: “The agreement so far is to establish a new council that both existing councils in Chin can accept and to form a drafting committee for the necessary constitution. The newly formed council will be referred to as the Chin National Council in name. However, in terms of military operations, we will continue with Chin Brotherhood (Operation CB) as before. Only after a widely accepted constitution is established will the military structure be adjusted accordingly.”

Furthermore, the agreement to form a Chin National Constitution Drafting Committee is an immensely significant step for the Chin people and the future Federal Union. We acknowledge and celebrate this crucial milestone.

Despite past differences in perspectives and ideologies, the ability of the two leading Chin political groups to engage in peaceful dialogue and reach a consensus demonstrates a high level of political maturity. Their cooperation sets an admirable democratic precedent for all revolutionary forces involved in the Spring Revolution.

Since the start of the revolution, the Chin people have stood resolutely against the unlawful military coup, making immense sacrifices in the fight for freedom and democracy. Their unwavering dedication and resistance are truly commendable.

To completely dismantle the oppressive military dictatorship and ensure the success of the final phase of the revolution, it is essential to foster trust, mutual understanding, and strong unity among revolutionary forces and ethnic groups.

The unification of the Chin political leadership under the Chin National Council lays a solid foundation for justice, freedom, equality, and inclusivity. This unity marks the beginning of drafting a Chin National Constitution, which will serve as a pillar for building a future Federal Democratic Union. The National Unity Government remains committed to standing alongside the Chin people and working together toward this shared vision.
